Jetty deployment

The Windows installer will have the option to install a jetty + configure
container.  This is targeted at the Java-naïve user who "just wants it to
work and be up to date", thus freeing them up to worry about the IdP
Configuration.  Jetty will always be optional and advanced users will be
expected to deploy their own container (or, more likely, run on something
which Java is less hostile to).

I'm currently read the potted configuration that we ship with the Alpha and
using that to swap in some basic Jetty config skills.

Before I develop too many ideas, this mail is a trawl to those with Jetty
expertise (committers and non-committers alike) as to what their
expectations are.

I'm purposely keeping this question very open.  I already have several
questions and assumptions, but I will keep them to myself for now.
