v3 consent to attribute release : idp-attribute-consent-* modules ?

I was thinking I should create idp-attribute-consent-api|impl modules.
Is that the right name ?

I think the current idea is to model the terms-of-use flow as a
special case of attribute-release, where consent is given|denied for
one or more IdPAttributes.

It seems 'consent' would be the third step in attribute processing,
after 'resolver' and 'filter'.
