Contribute MemcachedStorageService

I don't know if shibboleth 3 is still looking at infinispan or not, but it
is also a memcached server.
http://www.jboss.org/quickstarts/datagrid/memcached-endpoint/.   I haven't
used it I just ran across this tutorial.
