Moving web resources from idp-war to idp-conf ?

I didn't think we could, I thought they still had to be in the tree, but I
don't know why I thought so. I think one thing I was a little leery of was
bugs in Spring accidentally exposing something in conf/ if we pointed it
to a subdirectory there.

We're not running an expanded WAR at this point, we're just keeping it
there as the source of the built war. Which we still need a script to
build, actually.
