And FWIW, that exact same metadata worked fine with Shib 2 IDP.  But it’s
throwing errors with Shib 3 about not being able to find metadata.  That
made me wonder if just copying the Shib 2 IDP metadata into the Shib 3
metadata directory might not have been adequate.  But there was nothing
obvious in idp.properties where someone might set that.
