Bumped Jetty dependency in v3 parent POM

While reviving the idp-integration-tests, I found that the new status
and metadata JSPs were throwing an exception that apparently is fixed
by the latest Apache JSP impl for Jetty, so I bumped Jetty to the
latest version. Also, it looks like this means that a JDK is no longer
required for runtime JSP compilation.
