Plans re: i18n

We discussed this briefly today on the dev call, and I think we're going 
to suggest that we release initially without translations (but we'll 
collect any we can get and make them available) until we have a bit of 
experience with the templates and see what changes people want, and then 
we can firm up the messages we need to have translations for without 
having to go back immediately to get changes. So we'll add them into 3.1 
probably in the Spring, assuming we get them.

I will send a note out here once I finish getting the message files into 
final resting state so people that want to work on translating them can do 
that.
