I went ahead and moved it for now. It occurs to me though that since it's 
meant to be "hands off" anyway, we could just add a conditional flag to 
the Spring context creation bean that turns on and off the property 
placeholder code (which we'd do in code and remove the placeholder 
resource), and if people wanted to override the behavior we're embedding 
they could just turn off the flag.

Either way it's extremely unlikely to be touched, and would require 
touching something in system/ and that way there's no weird resource 
visible to the user.
