Just wanted to close the loop on this. It took some time to set up the
needed text fixtures, but I finally proved that this works like I want. I
found implementing EntityDescriptor to be a simple if inelegant solution. I
can now ship a default config that's generally safe, while allowing
deployers to set up X.509 trust in a reasonable manner that fits with other
Shib X.509 configuration concerns. I'm pleased with it.
