Bitten by spell checker (or fat finger) again.  s/local/locale.

I was imagining someone deciding that they know better than the standard and
that they want a rule to always show the French Locale as preferred to
English, even if the browser specifies that the English Locale is preferred
to the French one..  People get very inventive...

But I'll buy that it's not interesting.
