How would you have avoided it for Tomcat? I must be missing something...

I would think so, yes.
I assume we have SSL 3 turned off? I did do a pass over the algorithms, we
may want to revisit again and just forget about RC4 at this point...we
only lose really old Windows XP service packs, and anybody still on XP
should be on SP3 by now...
