I agree, I don't see that any such thing can be *required* as you'd lose all backwards compatibility.

Yes, severely. Which is why when we discussed this before, we decided that 3.1 was a step too far.

Yep. But I don't think that's the case. Or at least, if it is the case then we need to be very specific and have a lot more scrutiny over the feature we think we might want to use to make sure that forcing people to (say) Tomcat 8 -- which is not even a stable release yet, just a beta -- is justified.
