IdP yanked out of testbed

Another question : we're using three slashes in file URIs correct ? e.g.

 <param-value>file://${idp.home}/...

should be

<param-value>file:///${idp.home}/...

in the current idp-war web.xml ? (I still need to spin up the Windows VM.)
