For which :-)

Either way we need a new module since neither idp-metadata-impl nor idp-ui
exist right now.

Do we think that we'll need other UI plugins which are not metadata sourced
(e.g. parameters from the request)?  If so that would indicate idp-ui,
otherwise idp-metadata-impl makes more sense.
