Strange local behavior running some of the idp-config tests

It's just a regression we didn't fix after we rebuilt the idp.home handling. Eclipse on Windows tests out clean again, I'll try Maven. I should say I've had much less luck with Maven pretty much universally, so I may not be the best test for that.
