Strange local behavior running some of the idp-config tests

Before you waste too much time I'll observe that there is a high potential
for PEBKAC on my part here since 

mvn test -didp.home="complete garbage" 

has the same effect as

mvn test

So the direction I'd go in would be to deploy the IdP into Windows and make
sure that that works.   That’s what I'll do tomorrow morning if you haven't
nailed this by then.
