Strange local behavior running some of the idp-config tests

I actually never ran the testbed from Eclipse on Windows, just from
the CLI. I just did not get around to configuring Eclipse. However, in
Eclipse, idp.home should be "classpath:", maybe I left a change out
from testbed Main.
