That would suggest something I've suspected for a long time, which is that
searching the Windows file system doesn't actually work.

Note that you're attempting to run the 32-bit shibd.

I'm not 100% certain that the 32 bit debug libraries are present, but I
don't have a 64-bit server I can look at at the moment.
