Include *.dist files in idp-distribution ?

Probably, though with so many directories, it might be more awkward than
with the SP. It's kind of akward already. I forgot that I actually mixed
them in with the real files, because on Windows it's all hidden in a dist
subdirectory so they're less visible.

I wonder if we should just do it in conf/ and not in system/

I'm relatively optimistic about people avoiding editing in system/ in most
cases based on how it's going so far.
