Rely on JIRA for release notes ?

I tried to make the release notes for IdPv3 a little better, but still
they're not great.

For libraries like parent-v3, java-support, and spring-extensions,
well ... at this point I think we should delete doc/RELEASE-NOTES.txt
from Subversion and not automatically create that file by the
parent-v3 scripts since it isn't included in the deliverable, the jar,
anyway, so why bother. However, I'll just leave them alone for now,
and we can talk on Friday or whenever.
