Rely on JIRA for release notes ?

Pretty much. I'd like to see a top-level document which highlights any significant bug fixes WRT issues people reported on the first alpha, but more than that seems to me to be unlikely to be worth the effort.

I think that's true at the high level for this product. The aggregator is a little different, because some of the APIs in java-support and spring-extensions are directly used by deployers; in those cases I add something to the top-level release notes to make sure people know about changes.
