The Shibboleth IdP generates SAML Responses. For AuthnRequests, you can look at OpenSAML and some of the stuff on the contributions page in the wiki. There is a link to the sso-toolkit project I wrote on top of OpenSAML that does a lot of the SP work. That project is located on BitBucket in a repo called "saml-sso".
