For example, Jetty 9.2 uses a different JSP implementation than 9.1
requiring a different start.d/jsp.ini and start.d/jstl.ini, so I think
with increasing modularity we become increasingly subject to Jetty's
versioning.

I'm okay with either monolithic vs modular, for now I wanted to
provide background to the confusing middle ground I ended up with.
