v3 Status Handler CIDR ACL

It's just different from the default Jetty distribution behavior and it wasn't obvious to me where this check was being enforced, especially because it defaults to localhost.  Made me suspicious of all kinds of firewalls, port mappings, iptables, ...

Is there a particular reason to distribute jetty-base listening only on localhost?  Maybe I missed the rationale.
