That was it. Problem resolved.  Thanks.  I see it is documented:

"The most common configuration changes, for example the address or port that Jetty and thus IdPv3 listens on as well as the TLS keystore location and password, should be done in idp.home/jetty-base/start.d/idp.ini."

I'll bet that a lot of deployers will trip over this one, though.
