Status of SAML 1 flow

Most actions, even if just stubs, have been wired into the SAML 1 flow.

Although the flow test is in the testbed, no testbed actions are used.

There still is a lot to do. I guessed on the message encoding action, the
endpoint context, name identifiers, etc, but at least the wiring is more
complete.
