Status of replacement of svn:externals

Taking these together, can I suggest that we put the prefs into files in resources/eclipse/settings or something of that kind, instead of in resources/eclipse/.settings? I find the fact that the directory looks empty to be a bit of a pain, and if we're copying the files into their final destination anyway then we can make it more explicit without costing us anything.
