I assumed he meant a fully expanded list, which would require pagination
(so it's impossible with the current code). But it's not a question of
code, you just can't navigate dozens of pages of options, any more than
you can use a drop down. Try navigating hundreds of users in Confluence.
It's there because it was there in the default UI, but it's certainly not
practical either way.
If the options are constrained, that's a different story. e.g.,
