Now that they included Xerces, which I should have used for the packaging,
but didn't, everything else that's not part of the OS is my code or code
I'm stuck maintaining. So it should be the latest versions in all cases.

Your issue is basically mixing Xerces versions I would imagine.
Eliminating all but the version they provide should resolve that.
