No, I don't know at this point. I haven't had time to think through what I
think about the various security steps. It's fine where it is for the
moment as a placeholder.

I think it will be in the IdP because that's where the config option for
the signing credential probably lives.

I think I mentioned before, if we moved the relying party and profile
config laters down, 90% of the actions would end up moving down, but I
don't really think that's what we want.

I think you probably can't yet because of the autowire thing.
