It's not clear if you are attempting to develop on a RedHat based system
(RedHat, CentOS, ...) because you mention finding an RPM, or on a Debian
system as detailed in the tutorial. Which one is it?
If you are developing on a RedHat based system then use the official
Shibboleth project repositories to find
shibboleth-devel-2.5.3-1.1.x86_64.rpm
You will have to interpolate the Debian instructions in the tutorial for a
RedHat based system.
If you are developing for Debian you can examine the page at
https://www.switch.ch/aai/docs/shibboleth/SWITCH/2.5/sp/deployment/
The SWITCH federation graciously makes their Debian packages available
for the community (but they understandably only support SWITCH
federation members so do
not ask them for help unless you are part of the SWITCH federation).
Using the SWITCH federation repository you can find
libshibsp-dev version 2.5.3-0switchaai1
