Problem with setting up development environment

Dear all,

I am sorry if this is off-topic.

I follow the instructions from this tutorial:
https://www.lsc-group.phys.uwm.edu/wiki/ShibSPAccessControlPluginTutorial

and setting the development sandbox using "shibboleth-sp-devel", but I can only find "shibboleth-sp-devel-1.3-0.f.1.el5.rf.src.rpm" which is too old and would come into conflict with my current Shibboleth running 2.5.3.

Where can I find the files necessary to set up the development sandbox?
