I am fairly confused over how and where to instantiate and populate
the following contexts :

 SAMLPeerEntityContext
 SAMLEndpointContext
 SAMLBindingContext
 SecurityParametersContext

so, especially based on conversations today, it would be helpful for
me if we could spend some time talking through this again.

The action is net.shibboleth.idp.saml.impl.profile.saml1.InitializeOutboundMessageContext,
which I mostly copied from the testbed.
