Stable schema locations

Sorry to keep on beating on this one.  Our Spring XML files all use the
classpath: shorthand to point at the schema location.  Do we believe that
(a) it might work and (b) be interesting or advisable to actually point
these at whatever the official Spring web location is for these things and
then use the spring.schemas file to remap them back into the classpath?

Then our users would gain the same benefit when using editors on the spring
config files.
