Expose Spring Environment in views

We have a use case for extracting custom environment-specific properties in
several of our views, and I can imagine the Environment is a generally
useful object to expose in the Velocity context. I believe it's a simple
one-liner in the following files:

password-authn-flow.xml
attribute-release-flow.xml
terms-of-use-flow.xml

Anywhere else? Any other generally useful components to expose? I'd like to
create a Jira issue for this, which I'll handle if there's agreement.
