Define charset by default in SAML POST views

In reviewing the Velocity templates while working on IDP-537, I've noted
that the following charset declaration appears in all but the SAML POST
views:

<meta charset="utf-8">

Any reason not to include that tag in add-html-head-content.vm so that the
charset is defined by default?
