Well it only imposes it on the user of the WAR, or have I missed something?

However as I said I don't really understand that part of the flow.  One
thing I'm trying to understand why we have idp-war ?  It seems to package up
something which idp-distribution then unpacks, and we then pack back up
again during installation.  I'm quite prepared to believe that its like that
because we need it for the testbed, or perhaps because of history...
