v3 terms-of-use content comparison and il8n ?

In v3, should we continue to provide the ability to compare the
content of the terms-of-use like uApprove ?

If we don't compare content, then we would rely solely on comparing
the terms-of-use 'version' to determine if we should prompt a user to
consent again once they have already consented (as well as
expiration).

I ask because I was thinking of using Spring's MessageSource
abstraction for the terms-of-use content to gain internationalization
and reloadability, but I wondered if it makes sense to ask for consent
to the "same" terms-of-use in different languages.

But really what I am interested in is not storing the hash of the
terms-of-use content to reduce client-side storage size.

Thoughts ?
