Default v3 UI appearance ?

To a large extent this depends on the quality and the complexity of the
default templates that com with the IdP. So, it's in your hand :-)

Generally I would say, the larger a university is (= the more their IdP
is used) the more extravagant are the changes they apply to the default
login page.

In the past we provided our universities federation-specific templates
(http://www.switch.ch/aai/design) they could use because the default
templates did not contain more than the Shibboleth logo. The intention
to provide only raw templates was to motivate IdP admins to
adapt/customize the default templates if I remember correctly. However,
as more and more JSP code was added to these templates, this process
became more and more complicated and in the end it was more of a burden
for deployers anyway compared to a situation where the default templates
are reasonably well designed with support for mobile devices and an
appealing default look.

Yes. Having good default templates will on one hand save hundreds of
hours spent word-wide to create new login pages for each IdP from
scratch and on the other hand it will improve the quality of those login
pages where people decide not to invest to much time to adapt it. Both,
the community and the end users benefit if there are robust and
well-designed (doesn't have to be fancy) default templates.

I would assume that deployers want to offer their users a consistent UI,
which would speak for one single CSS file. Also, having multiple CSS
files could be confusing and I don't see an advantage compared to one
single file.
