Shib IDP v3 with Tomcat

OK, I tried and got the error "Unable to locate metadata for identity
provider (https://shibboleth.ncsa.illinois.edu/idp/shibboleth)"

I¹ve edited the metadata file a little, renamed it to
"shibber-ncsa-metadata.xml" and uploaded it.  The IDP is not yet fully
functional, but I wanted to see if it could talk to the test SP first
(albeit without completing the login process) and display what metadata it
had.
