Default v3 UI appearance ?

Probably fair to say most large universities and/or those with
pre-existing web SSO systems have always used their own UI for this. It's
generally the rest that use anything resembling what we provide.

This became more of a concern when the login UI extensions stuff started
becoming a thing, because that took the default page from trivial to
non-trivial.

Responsive design like most web design these days is pretty brutal (for
me). OSU's page is doing that now, but the CSS doesn't bear any
resemblance to what Unicon did for us, and I couldn't have managed either.
