RH7 update

It turns out that the source of the RH7 problem in the build service is
that they don't have licenses to get updates or the "optional" packages
from Red Hat, and apparently a lot of the devel packages (maybe all of
them) in RH7 are in the optional package repo/stream.

People have had similar problems with RH6 apparently, I just happen not to
have run into that with any of my dependencies until RH7.

The upshot is probably going to be that there won't be a way to build for
RH7 and I'll have to determine if the CentOS 7 packages work. There is a
high likelihood that they will.

I'll get around to testing them in the next few days, but would encourage
somebody with RH7 to give them a try.
