I'm not redoing what you did, but since I'm the flow author at the moment,
I need to rethink how we name and layout the files to take advantage of
this. I did a lot of flows based on naming conventions to handle some of
the transitions, and that probably would need to change to take advantage
of all this.

The basic issue was whether we can install new flows simply with adding
flow files instead of having to edit webflow-config.xml (which means we
can make that a system file again and hide it from users).
