I'm almost there.  I believe the only major remaining missing piece is
the AlgorithmRegistry, which I'm working on now.  I hope to finish at
least an initial working draft of that on Friday.

And then I have to go back and write tests for all the security
configuration and resolver stuff, and see what I screwed up...
