Plugin fix for Tomcat 7 with IdP

Unicon has developed the necessary dta-ssl plugin for Tomcat 7 that will allow the IdP to fully work (i.e. including supporting SOAP traffic) with Tomcat 7. Initial testing shows it works, we just need to do a bit of documentation and, ideally, a bit more testing. It's on a bitbucket repository at the moment (converted the old subversion repository to git for the tomcat-dta-ssl stuff), so one question will be how the Shib team would like this incorporated. Just add to the documentation in the Shib wiki and point folks at where to get the Tomcat 7 version (and the slightly different connector definition for server.xml), or incorporate more tightly?
