Parent POM major.minor version convention, 1 vs 1.0 ?

Brent's the one with the history to be able to speak to why it's 1 now, so
I'll defer to his judgement.

I suppose even with all the juggling of different products and versions
that ultimately one could still use integers and just, at any given time a
tag is needed to release something, create exactly the right POM and tag
it. By which I mean between 2, 3, and 4, there could be totally different
content with no intrinsic relationship.

But that seems kind of odd to me, and a lot of back and forth leading to
errors in the POM, and if there's a sane approach to take in deciding when
to branch, I would think that's clearer.
