Versioning parent projects in JIRA ?

Also, I was assuming we would in fact need to branch the older parent
version if we were maintaining an IdP V3 and V4 at the same time.

As I recall, what we had probably planned to do was not have multiple
minor release branches. In other words, once V4 was *done*, we might have
a 3.4 or whatever, but we would never do a 3.5, only a 3.4.x, and a patch
release wouldn't necessarily involve changes to the parent POM.

We might need to bump a jar or two in the patch, but it could be done by
overriding the managed version.

I'm not saying that's all what we want now, but I think that was the
reason the versions were integral.
