I think the point of java-support in particular (probably applies to a lesser extent with spring-extensions) is that it is *not* supposed to be a Shibboleth-specific support library but a general one.  The association with the Shibboleth project as its source comes from the <groupId>net.shibboleth.utilities</groupId> part of the artifact coordinates.
