java-idp-testbed : create new project in JIRA ?

Should we create a JIRA project for java-idp-testbed, maybe IDPT ?

When I was doing the initial work last week to get the attribute
resolver and filter in the testbed, I wanted to create JIRA issues,
but was not sure about creating the JIRA project.

Also, Rod and I talked today about moving resource reloading research
to the testbed, which would be another issue there.
