licensing question regarding open saml 2.2.3

Hi all, 

We are planning to use  open SAML 2.2.3 for token generation; there is 
jcip-annotation.jar 
included in this package; I would like to know if this jar file is covered 

under apache v 2.0 license or whether it is part of the creative common 
license.
